Oklahoma School Counseling Accountability Report (OSCAR)

A continuous improvement tool that demonstrates how students are different as a result of your comprehensive school counseling program.

Are you applying for RAMP and would like feedback on some of the areas before you submit your final application?

The Oklahoma School Counselor Association OSCAR is ready for your application, and the portal is now open for you to begin.

The Oklahoma School Counselor Accountability Report (OSCAR) will help you promote and advocate for your program with the use of data.  The OSCAR is developed as a “mini-RAMP” to recognize quality counseling programs in Oklahoma that are aligned with the Oklahoma Comprehensive School Counseling Framework and ASCA Model.  

Deadline for application is June 17, 2024.


To begin, go the ASCA Portals  link at:

ASCA Portals

  • Select Districts and Universities

  • Click on “Access to the Districts Portal

  • You will select OSCAR: Oklahoma School Counselor Accountability Report.  You will not need to complete all areas of the RAMP application for OSCAR. 


 OSCAR scores on the following sections:

1.   Vision and Mission Statement 

2.   Annual Student Outcome Goals

4.   Annual Administrative Conference 

6.   Annual Calendar

10. Closing-the-Gap Action Plan/Results Report 


After you complete those five sections, you may submit for the OSCAR, and you are done!  Your five OSCAR application sections will be scored by ASCA RAMP reviewers with feedback as you would receive on a RAMP application. Those who achieve an OSCAR will be announced around August 15 (in time to receive feedback and edit your application before the October RAMP deadline) and receive their award at the OSCA State Conference in October.  OSCAR designation is good for two years.  (2024-2026).  During those two years, OSCA will pay your RAMP fee to apply for RAMP.  OSCA will pay the first year, and if not awarded will pay the second year to re-apply.  

The Q&A virtual sessions for OSCAR will be held in January and May as follows:

The Oklahoma School Accountability Report assists school counselors in the development of a comprehensive school counseling program by the review of data, the development of a vision and mission for the program, and by providing advocacy tools to advocate for the school counselor role.

The OSCAR is 100 percent aligned with the ASCA National Model (4th Edition) and the new Oklahoma School Counselor Framework.
